Information for Disabled Drivers in Oregon

In Oregon, drivers certified by licensed health personnel to have impaired mobility or a condition which substantially interferes with mobility may qualify for "Disabled" status.

You are also considered a disabled driver if you have

  • Paralysis that limits the use of lower extremities; or loss of both hands and legs.
  • Documented problems with vision, including partial-sightedness or low vision.
  • Are unable to walk 200 feet without stopping to rest or need assisting device to walk.
  • Have chronic heart condition, emphysema, arthritis, rheumatism or ulcerative colitis.

Disabled persons can acquire a Disabled Person (DP) placard or DP license plates. These entitle you to special parking privileges in areas designated for disabled persons, whenever you are the driver or a passenger of the vehicle. Misuse or abuse of these privileges is a misdemeanor; offenders can get fines of $1000 or imprisonment in jail for up to 6 months or both.

HOW TO APPLY FOR DISABLED STATUS

You are considered to have disabled status when you acquire a DP placard or license plates. The procedure to acquire these is explained below.

Duration of status

DP license plates are available only for disabled veterans to honor their sacrifice.

DP permits are of various types and are designed to cater to individual needs. They may be issued to those with permanent or temporary disabilities:

  • Renewable permit is valid till the expiration date on the driving license or ID card.
  • A travel permit or a temporary duplicate permit is valid for 30 days.
  • A temporary permit is valid for as long as the physician find it necessary, but not more than 6 months.
  • Wheelchair user permit is valid till the expiration on the driver license or ID card
  • A Family permit is valid for 8 years from the date of issue.
  • A Program permit valid for 8 years from the date of issue.
  • A Foreign visitor permit is valid for 30 days.

How to apply for DP license plates or a DP placard

To obtain DP license plates:

DP license plates are also issued to the Disabled Veterans. These Disabled Veteran plates do not grant any special parking privileges. If you are a disabled veteran, you have to apply for a disabled parking permit.

To obtain a DP permit:

  1. Download and complete the Application for Disabled Person Parking Permit (Form 265).
  2. Have a licensed physician, osteopath, chiropractor, podiatrist, naturopath, physician's assistant or a certified nurse practitioner sign the Certificate of Disability portion of the form.
  3. For renewable or temporary permit only, an optometrist is authorized to sign the Certificate of Disability if the disability is due to loss of vision.
  4. Check the instructions for the different permits and then mail the completed form or take it in person to the local DMV office.

FEE

Disabled parking permits do not have any fees.

RENEWAL

  1. Download and complete the Application for Renewal of Disabled Parking Permit (Form 265b).
  2. "Certificate of Disability" is not required for persons with Permanent disability and if the information is available with the DMV.
  3. Mail or submit the application to the address on the form.

REPLACEMENT

To replace lost, stolen or mutilated placards or plates:

  2. Enclose any mutilated permits to the DMV.
  3. Mail or submit the application to the address on the form.
