You may apply for a duplicate vehicle title if your original title is lost, stolen, destroyed or mutilated. A vehicle with a missing title cannot be bought or sold, so owners must apply for and obtain a duplicate before they can sell their vehicle.
Currently, the Rhode Island DMV is titling vehicles from 1999 and newer ones. In case the vehicle is more than 9 years old, they are no longer titled. But, to document the vehicle's information, the Registration Files section will assist you at:

[edit] WHAT YOU NEED WHEN APPLYING FOR A DUPLICATE/REPLACEMENT TITLE
- Complete the Duplicate Title Form. Please tick the reason why the application of duplicate is being made, with some care. The application can be made only by the owner(s) listed on the Original certificate of title. But if a lien is in effect then the lien-holder may apply.
- Once completed, you must have the application form properly notarized. Notary must print and sign name.
- If your original title is damaged or mutilated, you must return the original title when applying for a duplicate.
- In case the original title listed a lien-holder but now the lien has been released, then the original Release of Lien document must be submitted along with the application of duplicate. Loan Contract with a "Paid" stamp will not be accepted in lieu of the Release of Lien document.

- If the duplicate title application form is submitted personally, the titles will processed within 7-10 days. If it is sent by mail, it could take 3-6 weeks.
- The duplicate title will be sent to the lien holder(s). If there are none, then it is mailed to the owner.
