Documents Needed for Noncitizens

Virginia DMV now offers driver’s licenses to noncitizens residing in the state. To get a learner’s permit or driver's license, non-US citizens must provide documents proving your identity and legal presence. Accepted documents are listed below:

After the Written Test

After you pass the Virginia written driving exam, you must hold a learner's permit for a specified length of time – which varies by age.
