The Maryland Vehicle Administration (MVA) issues non-driver identification cards to State residents who don't have a valid ID card, driver license or instruction permits from the State or any other jurisdiction. The ID card can be used to prove your identity, age, and residence in a variety of situations. The identification card is valid for five years (two years if you are under 16), and expires on your birthday after it was issued.

APPLYING FOR A MARYLAND ID CARD

  1. Locate the MVA Office nearest you, as you will have to apply for the ID card in person. You cannot apply online.
  2. Bring proof of age. You will be asked to present two pieces of proof of legal presence and one piece of proper identification.
  3. You must also provide proof of your social security number (SSN). If you have never been issued a SSN, you may be required to obtain one, or else sign a Statement of Not Eligible for Social Security Number form.
  4. Provide proof of Maryland residence.
  5. Provide proof of age.
  6. Pay the ID card application fee which is $15 but free for those over 65 years of age. Payment can be made through cash, check, credit or debit card. Confirm the here with yourMVA Office.
  7. You must also surrender any valid driver license or instruction permit issued by the state of Maryland or any other jurisdiction.

RENEWING AN MARYLAND ID CARD

  1. You must provide proof of your social security number (SSN). If you have never been issued a SSN, you may be required to obtain one, or else sign a Statement of Not Eligible for Social Security Number form.
  2. Pay the ID card renewal fee which is $15 for a 5 year card and $5 for a 2 year card. Payment can be made through cash, check, credit or debit card. Confirm the here with yourMVA Office.

REPLACING A LOST, STOLEN, OR DESTROYED ID CARD

You may be issued a replacement identification card if your original ID card has been lost, stolen or destroyed, or if you have had a name or address change.

  1. Locate the MVA Office nearest you, as you will have to apply for the ID card in person. You cannot apply online.
  2. Bring proof of age. You will be asked to present two pieces of proof of legal presence and one piece of proper identification.
  3. Provide proof of Maryland residence, in the event that your address has changed.
  4. If your name has changed, you must provide proof of name change in the form of a marriage certificate or court name change order.
  5. Pay the ID card replacement fee which varies as per class of license. Payment can be made through cash, check, credit or debit card. Confirm the here with your local MVA Office.

ADDITIONAL INFORMATION

  • Former State residents moving back to Maryland may be eligible to apply for a renewal or replacement ID card, depending on the validity of their original identification card. Those whose Maryland ID cards expired more than one year ago must apply for an original ID card.
