In order to apply for a hardship drivers license, you should file a petition with the district court in the county you live in. You may also contact the North Carolina Division of Motor Vehicles and speak to a drivers license representative for further assistance.

To request a car title replacement at a NC DMV, you will have to present the following:
- A completed Application for Duplicate Title (MVR-4) form
- Payment for duplicate fee
