The Virginia Department of Motor Vehicles will start accepting CDL applications from drivers with missing or impaired limbs, and will be issuing skill performance evaluation certificates, which were only issued by the Federal Motor Carrier Safety Administration so far.

Drivers who have certain physical disabilities must obtain a skill performance evaluation certificate in order to be able to operate a commercial motor vehicle. From now on, the Virginia DMV will conduct the on- and off-road tests that drivers have to pass so that they can demonstrate that can safely drive a commercial vehicle, and at the moment, no other state is authorized to issue certificates for disabled drivers.
